In terms of composition, the building boasts a symmetric architecture, with simple lines, vertically connected to the cantilevered volumes of the middle and upper registers. The Council is organized into three wings, of which the administrative one is 6-storey high. The lateral wing, accommodating the conference hall, and a symmetrical technical wing, both at ground level, create an interior courtyard on the axis of the lobby. The building has peeling plaster on all the façades, mould on the walls, damaged hydro insulation on the plinth and access stairs etc, as well as visible air conditioning units that alter its aspect.

Construit în anii ’70.
