I.S.C.A.S.<span class=\"Apple-converted-space\">\u00a0<\/span><\/li>\n<\/ul>\n<p><!--more--><\/p>\n<p>Cl\u0103direa Sfatului Popular a f\u0103cut parte din proiectul de sistematizare \u0219i reconstruc\u021bie a ora\u0219ului Mangalia, \u00eempreun\u0103 cu centrul de odihn\u0103 ( 1.100 paturi) \u0219i unit\u0103\u021bile de locuit cu 120 de apartamente realizate \u00een 1958. Cl\u0103direa tip bar\u0103 a fost retras\u0103 mult de la aliniament pentru a fi scoas\u0103 \u00een eviden\u021b\u0103, cre\u00e2ndu-se astfel o pia\u021bet\u0103. Tema de proiect a presupus spa\u021bii care s\u0103 g\u0103zduiasc\u0103 Sfatul Popular la etajul 1, Partidul Muncitoresc la etajul 2 \u0219i Mili\u021bia la parter. Studiul fa\u021badelor a fost coordonat cu arhitectura complexului de odihn\u0103 \u0219i a noilor locuin\u021be, urm\u0103rindu-se ob\u021binerea unui volum unitar care s\u0103 exprime func\u021biunile diverse \u0219i sistemul constructiv adoptat. Caden\u021ba vertical\u0103 lamelar\u0103 a fa\u021badei \u0219i corni\u0219a pronun\u021bat\u0103, \u00een chip de strea\u0219in\u0103, creeaz\u0103 o suprafa\u021b\u0103 vibrat\u0103 de lumini \u0219i umbre &#8211; \u00een spiritul modernismului regional.<\/p>\n<hr \/>\n<p>The Popular Council building was part of the zoning and reconstruction plan of the city, alongside the recreation center (1,100 beds) and the 120-apartment residential complex built in 1958. The slab-shaped volume is set back from the street front, creating a small square. The architecture theme provided spaces for the Popular Council on the first floor, for the Workers party on the second floor and for the Militia on the ground floor. The fa\u00e7ades were matched with those of the recreation center and the new residential buildings, in order to create a unitary volume expressing the various functions and respective constructive systems. The vertical lamellar rhythm and the protruding, eaves-like cornice generate a surface marked by light and shadows &#8211; in the spirit of regional modernism.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Construit \u00een 1961.
